Halloween card mail to 92108 not received even though it showed on persons app. An inquiry with postal service has been opened.

I need help. I call the USPS 800 line and no body answers, they put me on hold for 1 hour or more and nothing. I really need to talk to a post office person at Linda Vista branch that can help me with my situation. My mail is not being delivered at my address. I am waiting for important DMV renewal DL and need to make sure they do not send back. Can someone tell me whom I can call to resolve this matter. My ZIP CODE IS 92108. PLEASE HELP BY REPLYING AND TELLING ME WHAT TO DO.

UPS and Fed EX and any other delivery company can find my front door or front gate. The Post Office Parcel delivery throws anything shipped via them somewhere in my back yard. Makes no difference if it's thrown in the dog poop, trash can (I had the lid open to air it out), behind the trash can, bounced off my back door, on the deck. Seems to me they are either not too smart or too lazy to deliver stuff to the door. I'm going to stop buying from companies that ship via the post office department. The Mission Valley post office carriers are the worst I've ever seen.
