How can I report a broken mailbox lock?

Did not receive mail on Monday June 13th or Friday June 17th. I did see postal carrier drive down 27th and deliver mail but did not turn into Saratoga Lane.
This is not the first occurrence. When Hans delivers mail he is dependable but when he isn't scheduled the fill in workers don't seem to know to turn into Saratoga Lane.

Seems to be a problem with mail pick up & delivered on our block?
No service on Monday, Wednesday and not sure that it will happen today. Do you have alot of mail carriers out sick or something else?
Please let me know, because I do not like leaving mail in my box overnight.

I have a post office box (P. O. Box 2052, Everett, WA 98213) for my business and some personal mail. I don’t remember how many years I have used this box of the Everett Postal Department but my postal box was one of those moved to the main branch location on Pacific and Hoyt.
One January 28 an employee of the Postal Department made a mistake in charging me a late fee of $23. In my opinion this error should be correct by reversing that charge.
Any public company will have their employees correct their mistakes. Why the employees of the Post Office and/or their managers are exempt from this?
I was wrongly charged but I could not use the box if I didn’t pay the penalty. So I paid to get my mail that had not been returned to senders by the Postal Department. What choice did I have? All previous mail had been returned apparently marked ‘not able to forward’. I am quite certain that my local street address was put on the forms I completed when I signed up for that Postal Box.
People that sent mail to me for this two week period have had their mail returned. It will cost them time to contact me to learn why their mail was returned. And it will cost them the material AND POSTAGE to send it to me again.
I did not even get a courtesy reminder that the rent was not paid. Why not? Utilities and public companies give several notices before ending service.
Another thing forgotten was the changing of the keying of the postal box. I know this because my key still worked. By the way, I paid for those keys when I first signed up for the box. And I did not save the receipt to use as PROOF.
I was told that I did not have PROOF that payment for the postal box mailed. There isn’t a camera in the post office which could take a picture of my putting each and every envelope through slot in wall. How could anyone have PROOF of mailing any item that was not taken to the window and paid for separately? Just what would PROOF be? I did provide a copy of the original invoice from the Postal Department. I had stamped the invoice paid with a date stamp and the check number written on it. I also had a copy of the check I mailed. Isn’t this satisfactory proof? NOT FOR THIS MANAGER!
I have copies of the check written to the Postal Department and the other checks that were written and mailed at the same time. The rest arrived and were cashed. If I had left the envelope on my desk or in my car or dropped it on my way into the Post Office, I would have found it when I went back to my car or to my desk. That check was mailed in the envelope provided and LOST BY THE POSTAL DEPARTMENT. I do not know where or how.
Why should I have to pay $23 because the Postal Department lost my mail?
And there are other costs to me? How much of the mail I was supposed to receive was returned? From what I can find out it started about January 11th. I should have received several checks and several bills and several statements during this time. Where are they now? How can I know without calling each and every person and/or company I that I would have done business with for the last 20 DAYS and tell them what happened. HOW MUCH TIME IS THIS COSTING ME BECAUSE A POSTAL EMPLOYEE MADE A MISTAKE? AND there is no way I can ever recover that. How much in time and material is it going to cost the people that did not receive my checks in a timely manner?
Another question comes to mind. How many times has this type of behavior toward Postal clientele been exhibited but not reported to you?
